What can I do about a neglectful caseworker?

Unfortunately, what you describe is the norm in my area. All you can do is keep trying to call until you get through or the snafu gets cleared up... Perhaps you should have thought out your move a little better - now you are isolated with no one you can call for help... If you wouldn't rely on public istance, and take care of your own needs, you wouldn't be waiting and hoping the system runs smoothly (it never does).
