I need to lay lanolium on my laundry room floor, but it has a thin layer of foam.?

My water heater broke and spilled all over my laundry room floor. I had to remove the carpet, but now a thin layer of foam (that was under the carpet) is stuck to the wood floor. Should I sc off all the foam in the laundry room, or can I just lay the self-adhesive lanolium on top of the thin layer of foam, on top of the wood floor? Of course it would take a lot of work to try to sc off the "foam", but if I have to, I have to....
