Should I Wear Tights With My Dress?

I have a short kind of poofy dress. I cant decide if i should wear skin colored tights or not. I hate my legs so i think tights wil make them look better, but i dont think others will be wearing them and tights are hard to wear with open toed shoes. What do you tink i should do?
